The National Flood Insurance Program was created in 1968 to help property owners in case of a flood. Most of the policy holders from the program receive a subsidize premium reduction. Unfortunately, due to the recent floods throughout the United States the program has been in financial trouble and passed a federal law in 2012 Biggert Waters Reform Act to increase premiums.
